Why the Paperwork Stage Takes Longer Than You Think
Most families expect the HSE to be the bottleneck in the Fair Deal process. In practice, it's the document-gathering stage that eats the most time. The NHSO needs a comprehensive financial picture, and the supporting evidence must be thorough, current, and complete. A missing bank statement page, an out-of-date property valuation, or an unsigned partner disclosure can delay the application or prompt the NHSO to request more information. That can add weeks to the timeline while your family pays full private nursing home rates.
Here's what you need, organised by the section of the application it supports.
Income Documentation
The HSE assesses all regular income. You need evidence of every source:
- State Pension statement — request from the Department of Social Protection showing the current weekly rate and any deductions
- Occupational or private pension statements — from every pension provider, showing current payment amounts
- Foreign pension documentation — if your parent receives a pension from another country, provide the most recent annual statement with currency conversion
- Department of Social Protection (DSP) summary — confirming all welfare payments (Disability Allowance, Fuel Allowance, Living Alone Increase, Household Benefits)
- Employment payslips — if the applicant is still employed, the three most recent payslips
- Dividend and investment income statements — annual statements from any managed funds, shares, or bond holdings
- Rental income records — if the applicant receives rent from any property, provide the tenancy agreement and RTB registration confirmation
Asset Documentation
The financial assessment evaluates cash and non-cash assets:
- Six months of bank statements — for every account the applicant holds, including joint accounts. Every page, every account, six consecutive months. Credit union accounts, An Post savings, and dormant accounts all count
- Savings certificates and bonds — State Savings statements, prize bonds, or any other government savings instruments
- Investment portfolio statements — stockbroker or fund manager statements showing current valuations
- Property valuations — an independent market valuation for every property owned (not the Local Property Tax self-assessment). The valuation should be current and conducted by a registered auctioneer or valuer
- Life insurance policies — surrender values for any policies with a cash value
- Credit card and loan statements — outstanding liabilities that may reduce the net asset calculation

Spouse or Partner Documentation
If the applicant has a spouse, civil partner, or cohabitant of three or more years, Part 3 of the form requires their financial details too:
- All of the above income documentation — for the partner
- Six months of the partner's bank statements — same completeness requirements
- The partner's property documentation — if they own property independently or jointly
- Marriage certificate or evidence of cohabitation — the HSE needs to confirm the relationship status
Property-Specific Documents
If the family home is involved (it almost always is):
- Title deeds or folio number — Tailte Éireann registration details for the property
- Independent property valuation — as noted above, a qualified market valuation
- Mortgage statements — current balance and monthly payments on any mortgage secured against the property
- RTB registration letter — if the property is being rented, proof of registration with the Residential Tenancies Board
- Tenancy agreement — the current lease for any rental arrangement on the applicant's property
If applying for the Nursing Home Loan:
- Solicitor details — the solicitor who will handle the Charging Order registration
- Co-owner consent — written consent from all co-owners to the creation of the charge
- Land Registry search results — to confirm clear title (your solicitor arranges this)
Legal Authority Documents
If the applicant lacks decision-making capacity:
- Enduring Power of Attorney — a copy of the registered EPA showing the appointed attorney's authority, registered with the Decision Support Service
- Decision-Making Representative Order — a certified copy of the Circuit Court order appointing the DMR, with the specific Fair Deal wording required by the HSE
- GP capacity report — a medical assessment confirming that the applicant lacks the capacity to manage their own affairs
Tax and Revenue Documents
- Revenue Notice of Assessment — the most recent NoA showing the applicant's tax position
- Med 1 form — if claiming tax relief on nursing home fees already being paid privately
- Local Property Tax (LPT) receipts — showing LPT payments (this is a deductible expense in the assessment)
How to Organise the Submission
The NHSO processes applications in bulk. A well-organised submission — with documents tabbed by section, a cover letter listing every enclosed item, and all pages present — gets processed faster than a stack of loose pages in a manila envelope.

- Keep a complete copy of everything before posting. Ask your NHSO whether it needs an original or a copy before sending any original documents.

- Flag gaps explicitly. If a document is genuinely unavailable (a dormant account with no recent statements), include a written note explaining why and offer an alternative (a letter from the institution confirming the balance)
